HOCC Construction Management (HOCC) began 13 years ago when Mrs. Zhila, Iqbal’s mother, established a woman-owned construction company in Afghanistan. HOCC proudly empowers women to pursue their life-changing aspirations as engineers, architects, designers, and leaders.
Since moving the company to the United States, HOCC is now a highly experienced engineering consulting and construction management firm serving the DMV area.
The mission of HOCC is to collaborate on each aspect of a project to provide the highest quality service. With a strong team of Professional Engineers, HOCC aims to be shoulder-to-shoulder with all inspectors and managers to ensure project mastery, transparency, and safety for our clients.

Iqbal
Founder
While in Afghanistan pursuing his B.S. in Civil Engineering (BSCE), Iqbal acquired several years of experience on various construction sites doing field quality control, safety management, and construction management. He has worked with a wide array of public private partnerships (P3s) as well as Design Build & Design Bid Build projects
From 2010 to 2013, HOCC was awarded several contracts with the US Department of Defense: US Army and the International Security Assistance Force (ISAF) under NATO. The total worth of the contracts was approximately $2 million USD.
After moving to The US, Iqbal took part in a retraining program from Cooper Union University in New York. Since 2017, he has obtained a position within the DMV area, where he has been working with government agencies on various projects.

Rukhsar Balkhi
HR Assistant
Rukhsar started her career as a Deputy Coordinator at Lincoln Learning Center, and moved up to Business Officer USAID, then IRM – Information Resource Management assistant at US Embassy in Kabul, Afghanistan. Rukhsar was studying for her Bachelors in Economics at Aria University while she was working; and in 2021 she had to leave Afghanistan and migrate to The USA.
Immediately after, she was selected for a Scholarship at Bard College in New York. The University of Columbia in New York City has selected her for their Master Program. In August 2023, she will begin Graduate School, concentrating on International Affairs and UN Studies.
